Can QSFP-40G-SR-BD split one 40G connection into four 10G links?

No. QSFP-40G-SR-BD does not support breakout. For four separate 10G links, use a breakout-capable option such as QSFP-40G-SR4 with the appropriate fiber fan-out, or a supported breakout DAC or AOC. The switch port must also support the selected breakout mode.
